Manager, RTP Network Administration

Position: Manager, RTP Network Administration
Reports To: Product Development & Strategy, RTP
Location: New York, NY

Position Summary:

This Manager position is in the Real-Time Payments Product Development and Management department, the product team that developed, operates and expands the RTP payment network.  The position is specifically in the RTP Network Administration unit, which oversees network contracting, onboarding, data development, monitoring, reporting, forecasting, system liquidity, and other components, along with problem-solving and special projects.  The Manager reports to the VP of Network Administration, and shares management, oversight and training of the unit’s business analysts.

Qualifications Required:

  • Minimum six years professional experience in analytics position, preferably in banking/payments
  • Degree related to business, economics or involving quantitative analysis, or equivalent
  • Proficiency in Excel, PowerPoint and Word
  •  Detail oriented with strong organizational and problem-solving skills
  • Ability to organize and lead groups for process development and problem solving
  • Strong verbal and written communication skills; ability to develop and present materials
  • Proficient mathematical, analytical and statistical skills
  • Ability to recognize trends and provide relevant solution

Qualifications Desired:

  • Experience with payment products, banking operations/technology
  • Experience documenting operational processes and product requirements/specifications
  • Experience in pricing analysis/ modeling and revenue forecasting
  • Advanced degree related to business, economics or involving quantitative analysis, or equivalent
  • Database experience desired

Essential Functions and Responsibilities:

  • Manage development of new scalable processes for new RTP customers, including: 
    • Direct and express contracting and onboarding of RTP Participants, TPSPs and Funding Agents
    • Working closely with Channel Providers (key TPSPs) to develop bespoke onboarding processes
    • Change process for change of status for RTP customers, including message support, funding status and Prefunded Requirement
    • Extension request process by Participants for specified message, SLA or technical specification support
    • Ongoing qualification and monitoring of Participants and Funding Agents for RTP participation
    • “Penny Testing” for new Participants and TPSPs
  • Document above processes, and ensure that processes are sustainable and pass Internal Audit reviews.
  • Manage all of above RTP processes once developed, refined and documented, including training all involved team members, to support adding hundreds of new RTP customers annually
  • Oversee RTP Self-Audit compliance process by Participants and TPSPs, including annual material update, training, providing advice to parties, certification tracking and any extension requests
  • Develop and manage process for ongoing communication to RTP customers regarding network administration topics
  • Refer issues to RTP Rules Enforcement as needed, and assist in any Rules Enforcement activities
  • Work with business analysts to oversee monitoring, reporting and analysis of RTP Network performance, with focus on key performance and risk metrics
  • Manage ongoing product risk management for other TCH network products, including EPN, CHIPS and SVPCO, including:
    • Providing quarterly risk limits for key products
    • Ongoing qualification and monitoring of network participants
    • Automation and integration into RTP monitoring processes
    • Resolution procedure for customer mergers or dissolutions.

Performance Standards:

  • Annual IPP and attain goals established between supervisor and incumbent
  • Timely and accurate completion of all deliverables and feedback from banks and internal units
  • Adherence to management instruction and performance expectations as described above

Physical Demands and Work Environment:

Work is generally sedentary in nature, but may require standing and walking. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available. Travel may be required.
