Joint Comment Letter on OCC Proposed AML/CFT and Sanctions Requirements for Payment Stablecoin Issuers
The Clearing House Association and the Bank Policy Institute submitted a joint comment letter addressing the Office of the Comptroller of the Currency's proposed framework for anti-money laundering/countering the financing of terrorism (AML/CFT) and sanctions compliance for permitted payment stablecoin issuers under the GENIUS Act. The letter supports a consistent, risk-based regulatory framework while recommending greater coordination across federal agencies, enhanced regulatory clarity, and targeted refinements to strengthen AML/CFT and sanctions compliance, address risks associated with secondary-market stablecoin activity, and promote the integrity of the U.S. financial system.
