The Clearing House Association (TCH) and SIFMA filed an amicus brief with the U.S. Court of Appeals for the Ninth Circuit arguing that extender statutes that are expressly limited to "statutes of limitations" for state law "contract" and "tort" claims should be construed in accordance with their plain language and the Supreme Court's prior rulings and thus should not apply to statutes of repose.
