Q.) We received an unemployment credit via ACH from the State of Arizona and a few days later it was determined to be a fraudulent transaction. We returned it using return code R17 (questionable transaction) but it was dishonored as untimely. We’re not sure what to do next. We don’t want to give these funds to the account holder (over $5,000). Shouldn’t the State want the funds back once the payment is deemed fraudulent?
A.) Yes. The State most likely wants the payment back but their ODFI’s exception processing system may have automatically dishonored the item based on timing alone. It’s best to contact the ODFI at this point and explain the situation. They will probably instruct you to contest the dishonored item and suggest the code to use so their ACH department will allow it to post. You can find the ODFI’s phone number in the Fed’s routing directory by inserting the first 8 digits of the trace number in the search field on the home page.

On September 1, 2020 Lisa Iselli AAP, APRP, was promoted to Manager of Member Success, with responsibility for all aspects of membership, including support services, monthly billing and onboarding new members.

AAP Exam Test Window Extended
The testing window for the 2020 AAP exam opens on Monday, October 5. Nacha has been working closely with their testing partner to monitor the availability of testing centers and appointments. Although the pandemic has impacted many locations, meeting the needs of 2020 AAP candidates remains a high priority. In order to provide more flexibility with appointments Nacha has extended the test window until Saturday, November 14, providing candidates three additional weeks to schedule testing appointments.

Nacha Contact Registry Deadline Approaching
The ACH Contact Registry was created for financial institutions (FIs) to be able to more easily connect with other FIs about ACH operations, exceptions and risk management. In order for the ACH Contact Registry to be a valuable network-wide resource, all participating FIs in the ACH Network need to participate.
